The new orientation is written into the file, so it opens that way in any reader and on a printer. This does not redraw the page or change the pixels. A photo of a page stays as sharp as it was; only which edge is "up" changes.

If only some pages in a file are wrong, this tool is the wrong fit, because it turns every page. Split out the pages that need a turn, rotate that part, then combine the file again.
